Interim constitution receives royal endorsement

His Majesty the King has endorsed the Interim Constitution, submitted by Head of the National Council for Peace and Order (NCPO) General Prayut Chan-o-cha.

General Prayut was granted an audience with His Majesty the King at Klai Kangwol Palace in Hua Hin, Prachuap Khiri Khan province, on 22 July 2014, when he received the Interim Constitution submitted earlier for royal endorsement.

The Interim Constitution, comprising 48 sections, was enacted on 22 July 2014. It was announced in the Royal Gazette on the same day. According to the Constitution, it was necessary for NCPO to take control of the national administration on 22 May 2014, when an announcement was made to abrogate the 2007 Constitution of Thailand, with the exception of Chapter Two concerning the King.

The reasons to take control of the national administration were to end the conflict among the Thai people, to drive the economy forward, and to restore confidence under the executive, legislative, and judicial frameworks.

The Interim Constitution states that there will be a National Legislative Assembly consisting of no more than 220 members appointed by the King. The members must be Thai nationals aged at least 40 years. The National Legislative Assembly will function as the House of Representatives, the Senate, and the National Assembly.

Members of the National Legislative Assembly will come from various groups of people—from the public, private, social, academic, professional, and other sectors. They must not hold any positions in any political parties within three years, as of the day of appointment as members the National Legislative Assembly.

Members of the National Legislative Assembly must not be members of the National Reform Council, or serve as ministers, at the same time. The King appoints one member of the National Legislative Assembly as its President and one or no more than two as its Vice Presidents, upon the resolution of the National Legislative Assembly.

The Head of NCPO will countersign the royal commands appointing members, the President, and Vice Presidents of the National Legislative Assembly. In cases where any member of the National Legislative Assembly acts in a manner detrimental to the dignity of National Legislative Assembly members, members of the National Legislative Assembly numbering not less than 25 persons have the right to lodge with the President of the National Legislative Assembly a complaint to request the termination of his or her membership.
